This website provides
an overview of how PHAs must use PIC to apply to HUD in order to remove public
housing property (buildings, units, and vacant land) from their inventories.
The
Department's Special Application Center (SAC) is authorized to review applications
from PHAs to remove public housing property from their inventories.
Types
of "Removals from Inventory" include:
- Section 18 Demolition and Disposition
- Section 32 Public Housing Homeownership
- DeMinimis
Demolition
- Eminent Domain

Section 33 Required Conversion; and
- Section 22 Voluntary Conversion
PIC also includes other application types, such as Section 202 Mandatory
Conversion and Section 5(h) Public Housing Homeownership, for which applications
for approval of additional units are no longer being made. The data in PIC for
other application types is changed by the Special Applications Center in cases
where PHAs request rescissions or other changes to their existing programs, or
corrections are identified. There is an application type for units approved for
demolition under HOPE VI Revitalization Plans, that is used by the SAC to create
and complete such applications. For all application types with approved units,
PHAs record in PIC the dates that units are removed from the public housing inventory.

The SAC requires PHAs to submit applications for inventory removals
through the "Inventory Removals" sub-module in PIC. This sub-module was designed
to record all removals of public housing property.
PHAs use this sub-module:
- to
apply to remove units, buildings, and vacant land from their inventories; and
- to
record the actual dates of removal after they receive HUD approval
HUD
uses this sub-module:- to record its approvals of removal applications;
and
- to determine the date that the transition period for the asset-repositioning
begins pursuant to 24 CFR 990.190.
- to keep a record of when each unit
is removed from the public housing inventory, which affects Capital Fund formula
calculations.
HUD-52860 (10-2007) Form
Although HUD requires
PHAs to submit applications for removal actions through the Inventory Removals
sub-module of PIC, information about the requirements for the electronic application
can be found in the HUD-52860
(10-2007) form, which is available on HUDClips and the SAC website for PHAs to
use. This version of the HUD-52860 received OMB clearance in October 2007, and
as of April 1, 2008, PHAs have been required to submit applications pursuant to
this revised HUD-52860. The Inventory Removals Sub-module of PIC has been updated
to conform to this HUD-52860 (10-2007). The User Guide for this sub-module provides
explanation about how to use PIC to submit applications under the HUD-52860 in

The current
version of the HUD-52860 (10-2007) is no longer called a Demolition/Disposition
Application. It is now called an Inventory Removal Application. In addition to
covering Section 18 demolition/disposition actions, the current HUD-52860 (and
its addendums) covers all other removal actions of public housing inventory that
are processed by the SAC. This HUD-52860 also clarifies the submission requirements
for Section 18 dispositions for 24 CFR Subpart F mixed-finance developments. The
current HUD-52860 form and its addendums include the following:

Background
on Inventory Removals Sub-Module of PIC:
In September, 2002, the IBS (Integrated
Business) System was taken off line and the demo-dispo data in it was archived,
and elements from it were transferred to PIC. In IBS, demo-dispo approval and
removal data was recorded only in summary form at the development level. It recorded
that "40 units" were to be disposed of in development number "x", but did not
indicate which of the units in development "x" were the 40 to be removed. The
data from IBS on units approved was loaded into PIC. This happened in one of two
ways. If the IBS approvals covered units with building and unit numbers in the
PIC detail, the status of those units in PIC was changed to DemoDispo-Approved
or Removed from Inventory. If approved units did not have building and unit numbers
in the PIC detail, they were assigned new IBS building and unit numbers and given
Removed from Inventory status in PIC. Many applications and developments had both
IBS units as well as units with PIC building and unit detail.
If
PHAs become aware of any errors in their public housing inventory data in this
sub-module, the following standard spreadsheet format should be used to request
corrections:
Some applications approved for Section 5(h)
were omitted from IBS, and thus not transferred to PIC. Such omissions need to
be added to PIC. If there are any residual cases where units reported as IBS units
removed from inventory are also in the PIC building and unit detail, such double-counts
should be corrected. The Special Applications Center should be contacted if corrections
to the inventory removal data in PIC are identified.

Reports
In the Inventory Removals module there is
a Reports tab that can be used to generate an Activity Report, which displays
data on units approved and units removed from inventory by application number
and development number for each PHA. An excerpt is pictured below.
