Description:
Did you know that recipients/grantees of federal financial assistance
are required to take reasonable steps to ensure meaningful access
to persons who are LEP? On December 19, 2003, HUD published LEP
guidance in the Federal
Register. As HUD staff or as a HUD recipient/grantee or beneficiary,
it is crucial for you to understand the information in this guidance.
This
training will include two sessions:
Session one will cover (1) how LEP relates to Title
VI of the Civil Rights Act of 1964; (2) the four factor analysis
used in determining a recipient's/grantee's LEP obligations; and
(3) examples of noteworthy LEP practices -Promising Practices.
During this training, you will hear what HUD Program Offices (Housing,
CPD, PIH, OHHLHC, and FHEO) have done and plan to do to implement
the LEP initiative.

Session two will cover (1) the relevant laws that prohibit
national origin discrimination; (2) how these laws apply to
the provisions of meaningful access for LEP persons; and (3)
how HUD will determine compliance with these laws.
